Summary	0007556: Illogical behaviour with issues assigned/reported by disabled users
Description	Actions, assignments and reports created by disabled users are represented by a crossed out username. If the disabled user has assigned or reported issues that are changed, the reporter or assignee is changed to the first user in the dropdown list with accounts, instead of remaining unchanged, which would be expected behaviour.
Steps To Reproduce	create an issue with user a assign the issue to user b disable users a and b change the issue with user c, change e.g. the field description or add steps to reproduce save the issue the issue will appear to be created and assigned to the first user in the dropdownlist with accounts.
