Summary0008548: Updating issue in advanced mode adds empty notes field
Description

If you update a report where you are set to use the advanced update form you always generate an empty note even though you type nothing in this field.

Steps To Reproduce

1) click on update issue on bug xxx
2) add additional info about how to reproduce
3) hit update info

should get blank note
