Summary	0008650: All users are listed as Reporter or Monitored By when select "All projects"
Description	We have several users with disclosure agreement from differents companies in our mantis. The problem is that if we choose the project "All projects" and clic on "reporter" filter, we can see all the user from all companies. It should be better display only user add in the same project as us. Not all the user in mantis.
