While it is probably possible to implemenet this behavior by doing multiple (many) webservice calls from the client, it would be easier to use, faster, and "safer" (the operation would at least appear to be atomic) if there was a webservice call that would take two or more project version names and would store all of their issues under a possibly different version label.
