We need to be able to compile the docbooks and publish them online. Users should be able to access the manuals online as well as contribute notes to them. Mantis developers should be able to manage such notes. The system used should be not allow spammers to post notes.

The previous versions of the manual used phpWebnotes (http://www.sf.net/projects/webnotes). However, this tool is not hardened against spammers and hence I have shutdown the feature eventually due to spam.

Ideally, we should use the same technology used on php.net. I assume it will be more mature. Or we can consider alternate technologies.
