Summary	0009627: Allow reporter to upload project documentation
Description	Is it possible to add a configuration option which can allow uploading project documentation ? It could be something like : $g_upload_project_documentation_threshold or something like that, and could be set as REPORTER, DEVELOPER etc... Actually, the $g_manage_project_threshold is often too generic.
