I've granted a user administrative privileges for a specific project. I'd like this user to be able to create sub-projects in this project. Is there a way to do this without giving this user the ability to create "top-level" projects ...

Is there a way to disable public user registrations? Cause of the way our mantis will be used, I'll just be creating accounts manually.
