Allowing project administrators to create sub-projects

Greetings - I'm running Mantis 1.0.5 and have a quick question.

I've granted a user administrative privileges for a specific project. I'd like this user to be able to create sub-projects in this project. Is there a way to do this without giving this user the ability to create "top-level" projects?
