Hello,
I have the problem, that I get the error message "Tag attachment failed." / "Create permission denied." by adding a new tag. But this message only appear when I type in a tag with umlauts ( öäü ... ). Is this a bug from Mantis?

I want to upgrade our mantis from version 1.0.1 to version 1.1.1. After the update the german umlauts are not shown correctly. Can anybody tell me, what I have to do after the update?
I modified the database-api and removed the line "db_query( 'SET NAMES UTF8' );" and then it works fine ...

I want to change a bug status from any status to new, but the entry "new" doesn't appear in the combo box "change status". I have checked the project settings, but I don't find a way to configure that. Could anyone help me, thanks.
