Difference between private and public bug

Can someone tell me precisely the difference between private and public state for a bug because i'm just beginning using mantis and i don't understand that..

Public bugs are viewable by all. Private ones are only visible by certain access levels (by default DEVELOPER and above).

There is a public/provate construct for projects and bugnotes.
