add users to separate projects

We have some different projects and want each group of reporters is working with individual project only. But I cannot find out anywhere in admin to configure it.

For public projects, all users are implicitly granted access based on their global access level. In order to control the users who have access per project, then the projects will have to be marked as "private" and then you can add to each private project the users and their corresponding access level. You can have a mix of public and private projects. And a single user can have a different access level per project (except administrators, since their access can't be overridden).
