Upgrade trys to create the database tables again?

I am running version 1.0.7 and was trying to upgrade to 1.1.0rc3.
I have uploaded the new version moved over my config_inc.php file and then tried to run the /admin/install.php which from the docs is also used to upgrade. When I do this it seems to throw errors about tables already existing like its trying to create them. What am i doing wrong?

I'm having the same issue. Upgrading from the same old mantis installation aswell.

However, i'm getting stuck at the mantis_tag_table not being generated as noted in another thread.

You must upgrade mantis.
See installation.txt in distributeve.
