showing the "view issues" filters?

Hi all, ran into something today that I have not seen in using Mantis since July. When one of our users looks at the "View Issues" page, they don't see the block of filtering criteria at the top. (They see the white search bar, but not the blue-and-gray filtering/sorting options.) I did some playing around in my account, and even RTFM, but I can't seem to find out how to turn on that block of filter criteria.

click on the '+' to the left of the search box to show them.

Is there a setting to change this to show the filter block by default? I've looked in the default config file but didn't see anything.

Sorry loki, but I do not know. It should be easy enough to modify the php though, if it isn't.
