problems with special characters when sing report by e-mail

i have recently upgradet to Mantis v.1.1.1 and somehow when i use the report by mail
solution i lost norwegian special characters..
it was working fine in v.1.1.0 and v.1.0.5

does anyone know why this is happening?
can anyone help me?

when i report a case manually in Mantis i dont get any problems at all and i can use the specual characters..it only happens when i use the report by mail solution
