problem with priority when reporting a bug

Hello all!!

VERY URGENT IF YOU HELP ME YOU SAVE MY LIFE!!

I have a problem with Mantis, it's very urgent, it's for my boss and I have only two hours.

My problem is the following.

When a user is less than developper in term of rights, he can't set the priority of a bug when he reports a bug.

It's only possible to fix the priority when he updates the bug after reporting.

Do you know how can I do to modify this behaviour of Mantis. I have not seen any configuration option linked with that and I don't know where to modify the mantis php code.
