Mantis seems not sending auth cookies at all

Hello,

I have moved Mantis to a new server. Mantis version was 1.0.0a3 then was updated to 1.0.3. Both versions have the same problem. Other configuration info:
Windows XP Pro SP2 (all updates)
MySQL 4.1
PHP 5.2
IIS 5.1
Browser: IE 6 & Firefox 1.5

Error message after login: "Your browser either doesn't know how to handle cookies, or refuses to handle them."
Login count was successfuly update to +1.

Setting Cookies in browsers to Prompt giving clear result: NO cookies was sent from the server to browser during login.

What settings have to be made to Mantis or PHP so cookies start working from the server side?
