another eMail Problem

Good Morning,

I'm using Mantis 1.0.0a3 and i have a Problem with eMail. Mantis send eMails for new Useres oder when I'm reset a password correctly, but Mantis dont send eMails by Issues events (report new Issue, change status ...).
I'm Administrator and i have configured that I'm getting eMails for all events With Minimum Severity of "any" in the Usersettings.

in Manage Configuration -> EMAIL NOTIFICATION I'm have checked on all checkboxes for Administrator.

who is my Mistake???? What must im Configured?
