changelog does not work?

Verison 1.0.0.a3. The page change log does not show anything, only 1 project name, but no changes at all. How can this be ?

yes I did, but I don't know what this scentence means:

- The issue must have "fixed in release" set.

Where can this be set? because we don't realy work with releases (we should but it's not yet comon).....

An issue has a field that reflects the verison in which the issue exists and a version in which an issue is fixed. The latter is called "Fixed in Release". This should typically be set when resolving the bug (Change Status: Resolved).

If you are not using versions yet, define one version and set it to the first version you are planning to release. Mark the version as NOT RELEASED and assigned fixed issues to it.
