I have a project lets say "My Project". When someone opens a bug in the project "My Project", I want it by an email to assign come developer. Is it possible? It is important because when I forget to look at unassigned bugs, the customer is waiting.

You can have emails sent to any access group you want ( I assume you are Manager or Administrator ).
So you could set it up to send an email to the "Managers" group for each new issue. I don't believe you can tell it to only send an email about new issues if they are not assigned to anybody.
The settings you need to look at are on the Manage -> Manage Configurations -> Email Notifications page.
The option you need is "Status changes to 'new' ".
