I am using the Time Efforts add in with mantis. Since it ticked over from 2008 to 2009 the year you can no longer add time against 2008 as the earliest year in the drop down is 2009. Is anyone else using this, and can anyone suggest a work around to get 2008 in there.

I'm sorry, then I can't help because I don't use nor ever looked at that patch. I found out we actually noticed it http://www.mantisbt.org/bugs/view.php?id=7920, but AFAIK no work was done to include those functions in Mantis.
It would be nice if someone needing the feature could drive it forward.
In the meanwhile, I can just suggest you _seriously_ consider upgrading your instance (I assume you are running 1.0.3 as the site states), because there are _a lot_ of security issues we fixed in the meanwhile. Right now the last stable version is 1.1.6
