is it possible to import a mantis CSV file back into a mantis database ?

There are many tools available on the net to import the CSV file data into Mantis database.
eg.
'Navicat' from http://www.navicat.com - trial verson.

The CSV files from the Mantis export are just a sqldump of one mantis sql table ?

This is not possible yet. If you look in the bug tracker, there are some similar requests.
