Force note when re-assigning resource

Hi all,
So I find it annoying when resources re-assign another resource but do not enter a note as to why its reassigned, what they should look at/for, etc. I was wondering if there was a way to force the user that is reassigning a ticket to another resource to include a note also.

No, right now there is no way to constrain a given transition to adding a note; someone else asked this for the "reopen" action, also.
