Cannot assign an issue to user in a project

We have a user that is assigned to three projects. In all three projects he has the same rights. In one group I can assign a issue by selecting his name from the pulldown menu. In another project, his name is not in the list and I cannot assign an issue to him.

As far as I can see the rights of the projects are exactly the same, but maybe I'm overlooking something...

Any ideas?

we use version 1.0.0rc1 btw

Is one of the projects private? Users must be explicitly added to private projects.
