Possible bug - unforeseen side effect.

Hi, We have a project layout abit like this

High Area
->Product1
->->Area of responsibility 1
->->Area of responsibility 2
->Product1
->->Area of responsibility 3
->->Area of responsibility 4

We don't want people raising faults in the High Area, or Product 1 or 2 areas as these are just there for hierarchical reasons. To enforce this we set the system so you simply can not raise a new faults for those projects. It worked - Horrah.

Except it has an unforeseen side effect! We still want people to be able to sort by issues at the high levels to save them having to search each subproject BUT the reporter field can only be 'any' not a list of all the people valid for this project. I guess this is more of a feature I dont know. But we need to stop people raising faults at this level and we also need to be able to filter on reporter.

Is this a bug? Does anyone have any suggestions?
