AddNote mandatory Reopened or Resolved issues mantis 1.1.6

Dear Members,

I need a customization in our current mantis 1.1.6 version. Whenever an issue is Resolved or Reopened before updating the issue it should check for Addnote is added or not, if Addnote is not added, it should validate it.
