I'm just upgrading form 1.1.2 to 1.1.6 and I've noticed that the button to directly assign to someone does not appear in this last release.
Is that deliberate? Is there any way to make it appear again?

I've copied every "custom" config file.

Yes, it's configurable who can assign issues, which is why I asked about your custom configuration files. Go into configuration, and check under "Workflow Thresholds", "Access Levels", who is allowed to Assign. I'm sorry I can't help you very well because I'm looking at my 1.2.0a2 version, and 1.1.6 may be slightly different.

The workflow thresholds are identically configured but the button "Assign to" in 1.1.6 is not shown..

I Have the same problem for users whose access level is set as REPORTER.
