"Assign To" in Normal Issue Report???!!

Hello, we need an "Assign To" function in the normal Report like in the Extended Issue Report - is there a quick way to solve it ? We have already tried to copy the "Handler" function from the Extended Issue Report, without any success - does anyone have a quick meothf of adapting this ???

The "Assign to:" button should show up is the user meets the threshold requirement of 'update_bug_assign_threshold', or if not found, 'update_bug_threshold'. These default to developer.
