Target version is showing completed items

For some reason the target version field is showing previous versions that are marked as complete.
Since you shouldn't be able to scheduled a bug to be fixed in an already released version, this seem counter intuitive.

any ideas?

This has been a frustration of mine for years, I do not want users reporting bugs to be able to set a target version for their bug that has already been released. Example:

If the bug is found in 2.1.3, but that has been released:

Product Version - 2.1.3
Target Version - 2.1.4
Fixed In Version - 2.1.4

There should be no option to select released versions in the target version drop down as they are closed out... now I am assuming that a lot of other people have this issue too so how do you overcome it? Is it as simple as some configuration option that I am missing that will filter the values in the target version drop down box on the new bug form?
