E-mails in Mantis

Hi,
We have been using Mantis for the past one year.The system was sending e-mails properly till sometime back when it stopped.We didn't make any changes after that.After a few weeks,mails were sent automatically.But, the problem is every user is getting every mail.Even if the mail is not related to the user, the user is getting.Is there any work around to get out of this and bring the system back to normalcy?
Any help in this regard will be greatly appreciated.

I think somebody plays with file config_inc.php or config_default_inc.php
