How to make "Assign To" part of the simple report.

ie. from Report Issue, in the simple report form the Assign To option is not available it's only in the Advanced report.
1) how can I make it available in the simple report form
2) and would like to make the "Steps to reproduce" available in the simpel view page instead of additional info.
