Triggering email when issue is MOVED

Is there any way to get Mantis to send an email to a user assigned as the MANAGER of a specific project whenever an issue gets moved to that project?

My problem is, I need to be able to inform managers of issues which have been moved (but not assigned to anyone) in their project.
