Login Issue with New users

I have installed Mantis 0.19.3.

It is running on:
Fedora Core 3
Apache/2.0.53
PHP 4.3.11
mysql-3.23.58-16.FC3.1

I am having a problem where, the default administrator user (administrator) can login after installation.
Any newly created users are unable to login. I have verified in the mantis user manager that the users are all enabled and have even tried changing the password.

Any help is greatly appreciated.

I fixed this in my case.

It turned out to be different versions of mysql server and client.

the server was 4.x and the client was 3.x

I moved the database to a 3.x server and all works. now to upgrade the client and move it back
