install.php is dead

When I submit the install page nothing happends. The page just reloads...
No matter what browser I use.

The server is running php 4.3, mysql and apache with a lot of working php applications.

I looked in the form tag it looks like

, is that right?

I saw some other topoics about this but no solution.

Does anybody have one?
