customize email

Is there any file that I can edit to customize notification emails? I want to send users only the changes, not all information of that issue.

Could the setting under My Accounts->preferences-> E-mail Notes Limit = 1 be a option ?

A flag somewhere would be nice "e-mail Only changes" or sth like that...

But I can see the patch is like 6 years old, and you are writing about updating docs.
But quick grep on the source shows this has not been implemented, or ?
