Email Notification for VIEWER access level

hy,
how is it possible in MANTIS 1.1.6 to select th email notification for an event just exclusively to a VIEWER. Now the access levels are passed down. if i chosse a nitification for VIEWER the developer...reporter...and manager gets the notification too?!?!

this is not possible with "normal" customization, you would have to tweak the code
