Custom Fields Error when reporting a bug in ver. 0.19.3

When I add a custom field to my project and I try to report I bug I get the following error:

Application Error #1100
Issue 0 not found.

I havent found very much information on how to correct this error for version 0.19.3.

Does anyone have any insight on how to correct this issue.
