Is there a way for users to see only parts of a project?

I have a question concerning customization.

I have a set of users at a certain access level, and I want those users to be able to see only issues entered by that user level (i.e. anyone with a Tester access level would be able to see only bugs entered by other Tester access level users, and no other bugs).

Does anyone know how I would go about doing this, or if it is even possible?
