Mantis 1.0.0 attachment issues as they download as 0 kilo

I have been upgrading Mantis with each release with little or no issues. With the final 1.0.0 release now my attachments are downloading as 0k? I have double checked my FTP (I do file storage) and the sizes on the webserver are correct.

The attachment looks fine in the application but when I try to open it... or download it I get 0k.

Any idea's? I have double checked the config settings and they are only slightly changed since last RC5 and the diff should be nothing.
