As an Admin user I can assign a bug to the Assigned status, but there is not 'AssignTo' field? Shouldn't there be a dropdown listbox with all Users listed?

I found it, it only displays after you have changed the status, then on the next page you select the user, then again click the 'assign to' button. I think this is a design flaw. The list of users should be displayed when the 'Assigned' status is selected.
No 'AssignTo' field
