$g_update_bugnote_threshold is not working on me

i set $g_update_bugnote_threshold = MANAGER;
But still user with developer access to that project can edit, delete the bugnotes.

Any hint?

which version do you use?
I was not able to reproduce this issue with version 1.2.4

I'm using 1.2.3. I found there's is a table with config and It forcing to read it than the config_inc.php.

I don't understand what you mean with this this. Did you change the setting in config_inc.php and in database configuration?
