how to run command inmantis

<path to php>/php <mantis_dir>/core/checkin.php <<< "Testing issue #1234"

how to run this command
my php is installed in etc/php.ini
mantis is /LAMP/server/apache/htdocs/mantis/core/checkin.php
i run command as

/etc/php.ini/ /LAMP/server/apache/htdocs/mantis/core/checkin.php<<<"Testing issue #1234"

but this command not work anything i make mistake, pls help

There is no file core/checkin.php in a standard installation of MantiBT
I have no idea what you mean with this.
