Problem with "number" symbol in russian trans

[zero.module]

After posting of some text (for ex., a new bug) with "№" symbol, it is displayed as "&8470;".
Please help.

P.S. I'm using russian koi8-r translation.

Mantis 1.0.3, apache 1.3, php5, mysql-server 4.1.
