Can somebody receive notification automatically?

Hello all,

I am really new to Mantis...
Mantis 1.2.15 has been installed sucessfully, with some defined projects and users.

Now my question is, is somebody, not the administrator, able to receive email notification once an issue of a certain project is created?
So that any body, who is monitoring the project, can be well informed for everything.

I have tried, but failed.
It seems he can receive the email only when the link "Send a reminder" is clicked.

You can user page Manage > Manage Configuration > E-Mail Notifications for it.
e.g. enable check box in row "Status changes to 'new'" in column "developer" if you want all developers to get an e-mail whenever a new issues is created.
