Hello,
I know, this is not the 100% right place to question that:
I noticed that Mantis has the status "deleted" in Ubuntu 14.04 LTS BETA packages . Neither "apt-get install mantis" works nor "aptitude search mantis" finds something. The over-all status of 14.04 is frozen. Therefore I have to assume that Mantis keeps being deleted in release.
Does anybody know a reason for it? Is this only a temporary status? Has anybody further information?
PS: I noticed the directory structure of apache has slightly changed in 14.04. Installing Mantis via "dpkg --install" throws errors during writing configuration. Who is responsible for building and changing Mantis´ debian package?
Is Mantis finally deleted from repo of Ubuntu 14.04?

I'm not sure about the answer for this, you are probably better off finding the maintainer for the Ubuntu package. Here is the wiki page where we track the distribution packages, but I suspect it is stale.
