Users don't receive email confirmation

Good morning Mantis team

I have a problem when the users try to register to the bug tracker of our project.
They say that don't receive email confirmation later that they gave their information in the first step (the second step is the email confimation for password)

I don't have any idea about this problem, I review the user manager and I can see that there are a lot of users that have your date register same as their last seen. (I supposed that they didn't receive their email confirmation)

A user send me a email and he says me that appear this message:
"APPLICATION ERROR #1905",
Max. number of in-progress requests reached. Please contact the system administrator.

Maybe a configuration of mantis's interface ? or how does mantis to default configuration?

do they have any idea for this problema?

I was not able to reproduce your problem with a fresh install of the latest stable version of MantisBT (1.2.17 at the moment).

You should provide detailed, step-by-step instructions to reproduce the issue. Additional information listed below may also be useful:

- Exact version of MantisBT, PHP, Database, Web server and Operating System
- Relevant customizations (e.g. changes in config_inc.php, etc)
- Installed plugins or custom functions ?
- Was the MantisBT source code modified in any way ?

Steps the problem
1 - a user wants to register to the bug tracker system.. "bugs.xxx.org"
2 - a user don't receive the mail confirmation (for confirmation of your account and the password).
3- so, the user never receives your password for can login to the bug system.
4-users say appears this message
"APPLICATION ERROR #1905",
"Max. number of in-progress requests reached. Please contact the system administrator"


Information:
-Mantis version 1.1.6
-php and database and Operating System not information because support area don't want to say this information.
-I don't change the config_inc.php and other file
-No pluggins, no additional functions
-mantisBt source code wasn't changed
-don't have any change in interface mode


this problem appears a day and I can't fix.

Is there any idea about to fix this problem ? or try to repair this problem using defualt configuration from interface ?

When do they get this message?
They don't have an account, they don't got email. Thus, what are they doing?

-Mantis version 1.1.6

Quite outdated, I recommend to upgrade to latest stable version (1.2.17 atm)as a lot of bugs (some security related) have been fixed since 1.1.6

-php and database and Operating System not information because support area don't want to say this information.

Will be quite hard to provide support without having such kind of information.

this problem appears a day and I can't fix.

I am not sure if I understand right. Does it mean, that there was no problem for a long time and the problem occurs since yesterday?
