Closed project in mantis - bugs visibility

Hi, is there possible to close project in mantis? I want to achieve something like that: all users cannot add any bugs but he can see all existing bugs which were reported before. I know I can do this by setting up every user as 'viewer', but is there any way to do this globally for project?

1) Select the project in the project selection box
2) Goto page Manage > Manage Configuration > Workflow Thresholds
3) Unchecl all checkboxes in row "Report an issue"
4) Click "Update Configuration"
