"Signup a new user account" button disappeared

AS the title says, one of our friend just mentioned, that she can't register.

The "Signup a new user account" and "Reset pw" buttons disappeared from the login page.

$g_allow_signup = 'ON'; is turned ON in the config_inc.php

version 1.2.19.
