Email notification for newly created user

When i create a new user as a developer then that developer does not get the email notification to use the mantis. So, can anyone please help me out ?

The problem is present for DEVELOPER user only or for any user? If for any - then this is general email sending issue. You should check email relay, etc. Server logs should help too to find out what is the problem.
