Troubles with non-english lang (&1077; and so on)

Hello to all.

I'm trying to install Mantis 1.0.5 and work with it. The main language that will be used in this tracker is RUSSIAN. When I try to report new issue and add description/theme in russian - it converts somehow text to format like in subject for this message, so I get something like next:

&1095;&1077;&1090;&1099;&1088;&1077; &1087;&1103;&1090;&1100; &1096;&1077;&1089;&1090;&1100;

How can I fix this?
