assigning an issue

Is it possible to alow developer to assign issue to someone only if that issue was assigned for him?

Yes, that is the default.

The capabilities are defineable via
-> Manage
-> Manage Configuration
-> Workflow Thresholds

There you can find the entry "Assign an Issue" and see that 'developer' is the minimum required to be able to assign.

No, it will not help, becouse if i do that then developer status users will allways be able to assign issues. I need, that they could assign an issue if that issue was assigned for him by manager before.
